he submits this - and I can quite understand that there would be some practical advantages in the plan, and indeed I understand from Mr. Russell that the practical result of requiring publicity has been found to be, that witnesses will not come forward and that prosecutions are entirely suspended, but I cannot myself agree to it. I think it is essential to add the words which follow, namely, "unless the person affected desires publicity". This is the important seeing what abuses might be perpetrated under Sections 19 and 63 taken together supposing the latter part of 63 were omitted.
